Dr. Noble Wray
Dr. Noble Wray served as Chief of Police in Madison, Wisconsin from 2004 to 2013, completing a 30-year career in law enforcement. A leading proponent of "trust-based policing," Wray emphasized the importance of community relationships in maintaining public safety and police legitimacy.
Post-retirement, Dr. Wray has served as a consultant in cities like Ferguson, Baltimore, and New York. A certified trainer with Steven Covey and COPS Office Fair and Impartial Policing, he also advised the U.S. Department of Justice on implementing President Obama’s 21st Century Policing initiative. In 2020, he was appointed to lead the state investigation into the police shooting of Jacob Blake.
Wray also served as Interim President and CEO of the Urban League of Greater Madison and co-chaired the State Commission on Reducing Racial Disparities in Wisconsin’s criminal justice system. He continues to speak nationally on implicit bias, procedural justice, and leadership.
